Defense Secretary Dick Cheney spoke to reporters in Riyadh on his tour of U.S. and allied military installations in Saudi Arabia with chairman of the Joint Chiefs of Staff General Colin Powell, which had been undertaken on the order of President George HW Bush as an information gathering trip for the President. Secretary Cheney said the campaign against Iraq had gone well up to that point, and the Iraqi air and naval offensive capabilities were virtually destroyed, as were Iraq’s ability to produce chemical and biological weapons. Secretary Cheney refused to speculate on the date of the start of a ground forces invasion of Kuwait and/or Iraq. He said he was “struck” by the large size of the Iraqi military force that the allied forces would meet entering Iraq, but he said their military capabilities had been weakened during the air strikes. Secretary Cheney also said he could not see any way by which Saddam Hussein could change “the fundamental course of the war,” which Cheney predicted close
