Henry Cooper and Stephen Hadley spoke to reporters on the Strategic Defense Initiative (SDI) program, also known as the “Star Wars” program. Originally conceived as being a total U.S. defense from incoming missiles using weapons in satellites and other air or spacecraft, the program has been redrawn to concentrate on defending the U.S. from accidental or solo missile launches rather than a full scale attack. The new program, titled GPLS, or global protection from limited strikes, has been estimated to cost an additional $41 billion above current spending levels on SDI research. close
