The House convened, starting a new legislative day.

The Speaker designated the Honorable Judy Biggert to act as Speaker pro tempore for today.

Today’s prayer was offered by the House Chaplain, Rev. Daniel Coughlin.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Miller, George of CA to lead the Members in reciting the Pledge of Allegiance to the Flag.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches.

The House received a communication from the Honorable Joe Scarborough. Mr. Scarborough notified the House of his intention to retire from the position as the United States Representative for Florida’s First Congressional District, effective September 6, 2001.

The Speaker announced that votes on suspensions, if ordered, will be postponed until 6:00 p.m. today.

Mr. Osborne moved to suspend the rules and agree to the resolution, as amended.

DEBATE - The House proceeded with forty minutes of debate on H. Con. Res. 100.

At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the Chair announced that further proceedings on the motion would be postponed.

H. Con. Res. 100:

commending Clear Channel Communications and the American Football Coaches Association for their dedication and efforts for protecting children by providing a vital means for locating the Nation’s missing, kidnapped, and runaway children

Mr. Otter moved to suspend the rules and pass the bill.
