Author Michael Katz discussed the American welfare system, tracing the evolution of the welfare state from Colonial relief to the War on Poverty during the 1960s to current programs. In his book, The Price of Citizenship: Redefining the American Welfare System, published by Henry Holt and Company, Mr. Katz asserted that the influence of the market economy on social welfare policy is destructive and marginalizes the most vulnerable citizens.
