Officials testified about administration plans to continue development of a national missile defense. They said that development would go beyond land-based systems despite requirements forbidding such development by the 1972 Antiballistic Missile Treaty. The hearing took place days before a fourth test of a land-based missile interceptor. Their testimony sparked anger amongst several committee members who did not favor going beyond U.S. treaty obligations. close
