President George H. W. Bush spoke to employees of the Raytheon Corporation plant in Andover, Massachusetts, which manufactures parts for the Patriot missile system. Patriot missiles have been used in the Persian Gulf war to defend Saudi Arabia and Israel from incoming Iraqi-launched SCUD missiles. In his address, President Bush thanked the employees for building the “SCUD-busters,” and expressed regret that the Iraqi statement issued the previous day was a “cruel hoax.” He said the Iraqi statement, which mentioned Iraqi withdrawal under a number of preconditions, was unacceptable. The U.S. would only accept full compliance with the U.N. Security Council resolutions without linkage to other conflicts in the Middle East, Mr. Bush said, and the war would continue until the actual withdrawal of Iraqi forces begins. close
