Mr. Williams, Lt. Gen. Kelly and Admiral Herrington briefed reporters in the Pentagon on current events in the Persian Gulf war. Mr. Williams reemphasized the President’s insistence that no preconditions need be honored before Iraq withdraws from Kuwait. The President’s statement was in response to a message from Iraq that it may consider withdrawal from Kuwait if a number of preconditions were met before doing so. Mr. Williams said the President would only be satisfied with a statement from Iraq that it would withdraw its troops from Kuwait without conditions. Lt. Gen. Kelly said the ground campaign was basically quiet, and the air campaign continued to target Iraq and Iraqi forces in Kuwait. close
