The House passed a $40 billion emergency spending bill for New York City, Washington, D.C., and national security amid the aftermath of the September 11 terrorist attacks.

The House also voted 420-1 to vote in favor of military action against those who were responsible for the attacks. Both bills were signed into law by President Bush. close
