The panelists spoke about the consequences that will be faced by the devastated countries of the Middle East due to the Persian Gulf war. Their analyses reviewed the impact of the Gulf War on the post-cold war era. Mr. Warnke said, “It is not a proxy war. For the first time we have the United States and the Soviet Union on the same side.” The focus was on how the critical social and economic needs of the Middle East can be met by help from the allies established infrastructures for economic aid. How resources are allocated and distributed will be crucial to the stabilization of the Persian Gulf area, but it will also directly affect the United States' troubled economy. Specific topics discussed included the future of U.S. defense spending and the military budget, income distribution and economic reform, the extent of war damage to the Middle East’s industrial resources, the possibility of a ground war, and the political defeat of Iraq. close
