Witnesses testified about the recommendations of the U.S. Commission on National Security for the 21st Century, including the adequacy of the federal government plan to respond to threats to the U.S. homeland. Governor Gilmore is chair of the National Advisory Panel to Assess Domestic Response Capabilities to Terrorism Involving Weapons of Mass Destruction. He presented the recommendations of the panel.
