President Bush spoke to reporters in the White House on the National Energy Strategy policies, introduced by Secretary of the Department of Energy James Watkins in a news conference immediately preceding President Bush’s remarks. President Bush said the National Energy Strategy maintained a balanced posture between the economic, strategic, and conservational needs of the country. He went on to state that three things would drive the National Energy Strategy program without the need for new taxes: the common sense of the American people, the economic drives of the open marketplace, and the responsible governance of the U.S. administration. The president did not answer questions. close
