Witnesses testified before the Senate Banking Committee about the impact of September 11 terrorist attacks on the U.S. insurance industry, warning of dire economic consequences if the government did not intervene to restrict rate increases. They said that industries such as construction, manufacturing, energy and transportation would be severely hurt as they were denied loans because insurers were unwilling to provide coverage for terrorist attacks. close
