Mr. Darman discussed the financial effects of the Persian Gulf operations on the federal budget, including the financial account created for foreign contributions for the costs of the Persian Gulf war. $11.2 billion in foreign contributions had been donated to the fund by the date of the hearing, with $38.6 billion committed but not received. Mr. Atwood discussed the military costs of the U.S. operations in the Persian Gulf. He said the supplemental budget appropriations would show our allies that the U.S. government was behind its operations in the Middle East.
