The committee heard testimony on the Bush Administration’s request for supplemental budget appropriations covering the incidental costs of the U.S. armed forces' operations in the Persian Gulf from October 1, 1990 through March 31, 1991, and the costs of the transport and return of the members of the armed forces. Mr. Darman discussed the financial effects of the Persian Gulf operations on the federal budget, including the financial account created for foreign contributions for the costs of the Persian Gulf war. $11.2 billion in foreign contributions had been donated to the fund by the date of the hearing, with $38.6 billion committed but not received. Mr. Atwood discussed the military costs of the U.S. operations in the Persian Gulf. He said the supplemental budget appropriations would show our allies that the U.S. government was behind its operations in the Middle East. close
