President Bush spoke in the White House Rose Garden after Saddam Hussein announced over Baghdad radio that Iraqi forces would withdraw from Kuwait to comply with the Soviet peace initiative for the Persian Gulf war. Being the third day of the ground campaign by coalition forces in Iraq and Kuwait, President Bush characterized Saddam’s speech as an “outrage,” saying Iraqi forces were not “withdrawing,” but were rather “retreating,” only to regroup his forces to save their military strength. He said Saddam Hussein refused to renounce Iraqi claims to Kuwait and accept responsibility for the damage done to Kuwait. President Bush announced that the coalition forces would continue to fight the war undeterred, and would consider retreating Iraqi forces with weapons as enemy combat forces. He said Iraqi soldiers must disarm themselves in order to “stop the bloodshed.” close
