President George H. W. Bush spoke in the White House Rose Garden after Saddam Hussein announced over Baghdad radio that Iraqi forces would withdraw from Kuwait to comply with the Soviet peace initiative for the Persian Gulf war. President Bush announced that the coalition forces would continue to fight the war undeterred and would consider retreating Iraqi forces with weapons as enemy combat forces. He said Iraqi soldiers must disarm themselves to “stop the bloodshed.” close
