Brigadier General Richard Neal spoke to reporters the day following President George H.W. Bush’s declaration of a conditional cease-fire in the Persian Gulf war. The cease-fire was made on the condition that Iraqi troops not fire upon coalition forces, that they disarm themselves and withdraw from Kuwait, and all coalition P.O.W.'s be released by Iraq. Brig. Gen. Neal said 42 Iraqi divisions had been rendered militarily ineffective by coalition forces. U.S. forces took defensive positions as of midnight, January 28 E.S.T., 8:00 A.M. Iraqi time. Brig. Gen. Neal reaffirmed the U.S. troops' willingness to attack Iraqi forces who fire upon them, and said Iraqi soldiers would be able to withdraw to Iraq with weapons as long as they do not show hostile intent toward coalition forces. close
