Homeland Security Director Tom Ridge spoke to reporters about proposed spending increases for homeland defense contained in the president’s fiscal year 2003 budget. He said that most of the funding would go toward training and equipment for emergency workers, improving communication, and improving responses to bioterrorism. Following his remarks he answered questions from the reporters. close
