Mr. Kemp saluted the activist conservatives who have brought about the downfall of communism and socialism overseas. He called himself a voice of empowerment for urban people who have been trapped by the detrimental Democratic Party’s social policies. He talked about the bureaucratic problems associated with urban problems, such as housing, welfare, and health care. Mr. Kemp said the purpose of the conservative movement is to “inspire, and to provide superior ideas that can lead this country and the world into the 1990s and, obviously, into the next century.” close
