The Ambassador called the cease-fire and imminent conclusion of the Persian Gulf war “a time of joy, but certainly not a time for celebration yet.” He said that the allies achieved a victory that no one ever conceived. The will and the desire for right prevailed. He thanked and praised President Bush, Secretary Cheney, General Powell, and General Schwarzkopf for leading such a bloodless battle. Ambassador Al-Sabah talked about the task of rebuilding Kuwait, which includes the immediate problem of the hundreds of burning oil wells. close
