At an official signing ceremony for a new Immigration Act, President Bush talked about border security and anti-terrorism. The new law required physical identification marks on passports issued after 2003, provided for increased monitoring of students on visas and persons traveling to the U.S., and barred travel visas to persons from countries that sponsored terrorism. close
