The committee heard testimony on legislative bills designed to reform federal campaign finance laws. Since 1986, of 83 senatorial elections, incumbent senators outspent challengers in over 90 percent of the races, and incumbents won 85 percent of the campaign races. The committee heard testimony on reforms in regulations on political action committees, campaign advertising, and party donations, among other campaign issues. The committee heard testimony on bills introduced by Republican senators. close
