Minister Dumas spoke to reporters after meeting with President Bush in the White House on the day following the announcement of a cease-fire in the Persian Gulf war. He said Saddam Hussein’s offensive military capability had be reduced to negligible status, but a military presence would have to be maintained in the Middle East until the United Nations was able to work out a satisfactory security plan for nations in the Persian Gulf area. close
