Mr. Barnes discussed the role of the Environmental Protection Agency in regulating environmental policies and detecting and prosecuting environmental criminals in cooperation with county governments. Mr. Liner said a great deal of environmental problems continued due to communication problems between the scientific community, government bureaucrats, and policy makers.
