In one of a series of forums held during the 1991 National Association of Counties' legislative conference entitled, “Legislative Solutions for the 1990's,” Donald Barnes and Blaine Liner discussed items on the environmental agenda that will affect counties and county governments in the 1990's and beyond. Mr. Barnes discussed the role of the Environmental Protection Agency in regulating environmental policies and detecting and prosecuting environmental criminals in cooperation with county governments. Mr. Liner said a great deal of environmental problems continued due to communication problems between the scientific community, government bureaucrats, and policy makers. close
