During the ceremonies surrounding the arrival of Lech Walesa, Poland’s first democratically elected president, to the United States, George H. W. Bush announced the U.S. would forgive $800 million of Poland’s debts, 70 percent of the total amount of money Poland owed to the United States. The debt relief gesture was an effort, Mr. Bush said, to show that the U.S. wants Poland’s “economic transformation to succeed.” He also said a portion of the debt relief would allow Poland to begin progress to recover Poland’s environment. Mr. Walesa responded to Mr. Bush’s remarks by discussing the “new, great possibilities” allowed by the debt relief gesture. He said Poland’s economic transformation would extend the “zone of democracy and security.” close
