The forum was designed to educate journalists on the proposed changes to the Surface Transportation Assistance Act. This act is the existing federal aid program for states to finance highways and mass transportation systems. Tom Larson, administrator of the Federal Highway Administration said that “transportation has been one of the roots of our (American) progress, of our national growth.” Three decades ago the building began on an interstate highway system. Since then there has been a growing sense of "intermodalism"-- reliance on a wide range of transportation modes and functions. Recently, transportation has been seen as an important agent for improving the nation’s productivity. close
