The American Defense Preparedness Association, an organization designed to create a linkage between the American government, private industry and the U.S. military for the purpose of expediting the national defense in case of crisis, sponsored a forum on the national defense budget. The forum concentrated on what lessons should be learned from the Persian Gulf war in regards to an appropriate budget for the U.S. Department of Defense. Mr. Smith described some factors entering into the formation of the U.S. defense budget, including the federal deficit, continuing global tensions, and rising prices of manpower and equipment. The speakers in the forum spoke on what aspects of the exercise of U.S. troops in the Persian Gulf war should be retained and improved upon to make the U.S. military more effective in combat situations. These aspects were in turn related to the proposed U.S. defense budget. close
