Ambassador Haass spoke before the Harvard Club of Washington on the Persian Gulf war’s legacy on policies and administrative conduct in the future. Amb. Haass said the Persian Gulf war taught the U.S. that the country is not in decline, and that the U.S. can and should pursue goals in coalition with other countries. The Persian Gulf war, he cautioned, should be a means to an end, not an end in itself. The four challenges facing the U.S. after the Persian Gulf war, according to President Bush, as quoted by Amb. Haass: building security arrangements with our Persian Gulf allies; limiting the spread of weapons of mass destruction; negotiating peace between Israel and the other countries in the Middle East; and creating a valid and workable program of reform in the Persian Gulf; including economic reform. close
