Res. 70, to establish April 15, 1991, as "National Recycling Day". The latter resolution was thereupon agreed to. The Senate received the nominations of persons for the Defense Base Closure and Realignment Commission. The Senate received notification of the withdrawal of the nomination of John Mercanti to be Engraver of the Mint of the United States.
