Mr. Williams and Secretary Cheney spoke to reporters in the Department of Defense to announce a list of proposed U.S. military bases to be closed as part of the U.S. military’s reduction process. The Department of Defense, intending to reduce the total number of U.S. military personnel 25 percent by 1996, prepared a list of bases they recommended for closure. This list will be then be investigated by a Congressional commission and the General Accounting Office, which may amend the list as they choose. The list of recommended closures would then be sent to the president, and if he accepts it, it proceeds to Congress, who must vote to accept or reject the entire list of closures. Secretary Cheney said the reduction in the U.S. military resulted from the change in the global political climate following the end of the Cold War, and the change in the defensive strategies employed by the Department of Defense.
