The Senate passed S. 740, to provide a new civil cause of action in Federal law for international terrorism that provides extraterritorial jurisdiction over terrorists' acts abroad against United States nationals. The Senate began consideration of S. 207, to amend the Commodity Exchange Act to authorize appropriations for and enhance the effectiveness of the Commodity Futures Trading Commission, to curb abuses in the making of trades and the execution of orders at designated contract markets. The Senate will continue consideration of the bill and amendments to be proposed thereto, on Wednesday, April 17. The Senate received messages from the President concerning the budget, energy conservation, the Federal Council on Aging, and made an appointment of Sen. Smith to the Joint Economic Committee as well as confirmed organizational nominations. close
