The House Foreign Affairs Subcommittee on Human Rights & International Organizations heard testimony on U.S. policy concerning the 1992 United Nations Conference on the Environment and Development. The conference, to be held in Brazil, will attempt to determine an international agenda for environmental issues that affect the entire planet: global climate change, declined animal species populations, and the destruction of forests. It will also attempt to determine a method for international decision making concerning environmental programs. Mr. Bohlen emphasized the balance the Bush administration believes must be maintained between environmental protection and economic development and progress. He stated the administration’s desire to maintain its own initiative concerning economic development. He also explained the procedures that will be undertaken in the negotiations at the conference. close
