The Brookings Institution, a nonprofit, nonpartisan think tank on public policy, held its 75th anniversary conference on public policy with invited speakers on U.S. domestic and foreign policy. Ms. Rivlin presided over a panel focused on how communities may determine public policy that would foster self reliance among its citizens as well as care for community members that need help. She said differences existed among policy makers as to what extent public policies should either reinforce social values such as strong two-parent families or marriages or recognize diversity in social patterns of living. Further differences exist in the attribution of social vices to a particular community or to society in general. close
