Judge Miner, the keynote speaker, talked about judicial ethics. He said that public confidence in the judiciary was declining due primarily to judicial misconduct and unethical behavior, both on and off the bench. He stressed that most judges were not guilty of any wrongdoing and that negative publicity was generated by a relatively few cases. The judge urged that the investigations of and disciplinary proceedings against judges be made as transparent as possible. close
