President Bush, flanked by cabinet secretaries Colin Powell and Mel Martinez, talked about U.S. policy toward Cuba. Among the initiatives he promised to implement were increased enforcement of restrictions on travel to Cuba, increased aid for Cubans who fled to the United States, and the establishment of a commission for assistance to Cuba. The commission would be responsible for planning U.S. aid to Cuba following the collapse of Fidel Castro’s communist regime. close
