Witnesses testified about ways to improve the effectiveness of the U.S. intelligence community against terrorist threats. Among the issues addressed were the leadership, organization, performance, and funding of intelligence agencies. Mr. Schlesinger cautioned that the some shortcomings resulted from inherent problems with intelligence, rather than correctable errors or organizational deficiencies. He also argued that competition was preferable to centralization in the U.S. intelligence community. Mr. Deutch said that U.S. intelligence agencies should be centralized under a director in order to improve efficiency and increase communication between agencies. Mr. Steinberg highlighted several key points: the need for better information sharing; the blurring of the lines between law enforcement, domestic intelligence, and foreign intelligence; the need for a central director of intelligence; the need for changes in the policy apparatus as well as the intelligence gathering apparatus; and the requirement that the new system be effective against terrorists while retaining the support of the American people. close
