The House Energy Subcommittee heard testimonies on the use of research grant funds in American colleges and universities. The U.S. government regularly pays for some indirect costs related to research at universities, such as general operating expenses and laboratory expenses. In 1990, $2.5 billion of the $9.2 billion spent by the Federal government on research was marked under “indirect costs” of research. In recent months, some universities have come under fire for misappropriating funds meant for research expenses. In a previous hearing before the subcommittee, Stanford University president Donald Kennedy admitted to spending money marked for research on a 72-foot yacht and new cedar closets for the president’s mansion, among other items. Mr. Moley testified that every university investigated by the Department of Health and Human Services so far, 21 in all, was found to have charged inappropriate costs to the Federal government.
