James Dobbins of the RAND, International Security & Defense Policy Center, spoke about reconstruction efforts in Iraq and Afghanistan. He said that these nation-building operations were not proceeding as well as they should have been because of the failure of the United States to draw lessons from previous experience. He also compared current and past reconstruction efforts in various countries, and responded to audience telephone calls, faxes, and email. Mr. Dobbins is one of the authors of America’s Role in Nation-Building: From Germany to Iraq, published by Rand Corporation. close
