The panelists talked about the political situation in Russia and U.S.-Russia relations. They discussed the implications of the arrest of billionaire Russian businessman Mikhail Khodorkovsky, including whether or not the arrest represented a retreat from economic reform. They also talked about the political unrest in the republic of Georgia, which had forced the resignation of Georgian President Eduard Shevardnadze. Following opening remarks and a discussion, the panelists responded to questions from the audience. Mr. Nessen moderated the panel until the arrival of Mr. Steinberg. Ms. Hill and Mr. Gaddy are the co-authors of Siberian Curse: How Communist Planners Left Russia Out in the Cold, published by the Brookings Institution. close
