If implemented, the rule would mandate that all meat sold in grocery stores be labeled with the country where the animal was born, raised, and processed. Although country-of-origin labeling was not a new idea, it received additional support after a cow in Washington state tested positive for Bovine Spongiform Encephalopathy, better known as mad cow disease.
