Irish Prime Minister Bertie Ahern made his first speech of his six-month rotation as president-in-council (leader) of the European Union. He addressed the European Parliament, making a top priority the passage of a European Constitution. Talks on implementing a constitution reached a stalemate in December, at the end of Italy’s leadership of the EU.
