The committee heard testimony on the recently released report on the Soviet economy assembled by the Central Intelligence Agency and the Defense Intelligence Agency, which predicted continued dire circumstances for the beleaguered Soviet economy. Witnesses discussed the defense outlays in the Soviet economy and reassessed previous estimates of the Soviet economic situation. Mr. Kolt said the Soviet economy might be headed toward complete disintegration without internal economic and political restructuring. He saw no commitment to a rational reform program on the part of the Soviet government. He traced the economic problems in the Soviet Union to problems in governance caused by political infighting in and between the Soviet republics. close
