Under Title X, funding is not allowed to go toward abortions, but family planning services are allowed to discuss abortion as an alternative for women seeking information on family planning. Regulations introduced in 1988 by Louis Sullivan, director of the Department of Health and Human Services, would bar family planning services from mentioning abortion as an alternative for pregnant women. The regulations, not currently in effect, are being tested in the pending Supreme Court case Rust v. Sullivan.
