The Senate Human Resources Committee heard testimony on the Title X 1988 regulations, which authorizes funding for family planning services. Under Title X, funding is not allowed to go toward abortions, but family planning services are allowed to discuss abortion as an alternative for women seeking information on family planning. Regulations introduced in 1988 by Louis Sullivan, director of the Department of Health and Human Services, would bar family planning services from mentioning abortion as an alternative for pregnant women. The regulations, not currently in effect, are being tested in the pending Supreme Court case Rust v. Sullivan. The committee investigated the consequences of the regulations on poor women and the public health care system should the Supreme Court find them constitutional and the Bush administration put them into effect. close
