Sen. Joyner, who was appointed to the Senate when former Sen. Pete Wilson was elected governor of California, addressed the Commonwealth Club of California in San Francisco, CA. Sen. Joyner discussed the economic problems facing California, including an increasing population and a fracturing infrastructure of schools and housing. California has been hit hard by the recession, but the extent of the economic downturn has not been evident to most of the nation, who continue to consider California to be overfunded and underpopulated.
