President Bush paid tribute to Sir Winston Churchill at an exhibit about him at the Library of Congress. He compared Churchill’s stand against communist expansion to the struggle against terrorists and outlaw regimes. Tactics he mention included doubling the budget for the National Endowment for Democracy, radio stations in existence to be joined in the next week by a new Middle East television network called Al Hurra, Arabic for “the free one,” supporting entrepreneurship, especially for women, and judicial and educational reform throughout the Middle East. He also set forth the vision that in Afghanistan and Iraq falsehoods about the incompatibility of democrat values and Middle Eastern cultures would be refuted. close
