President Bush issued an executive order creating an independent commission to look at American intelligence capabilities, especially intelligence about weapons of mass destruction. He spoke about the report the previous week by former chief weapons inspector, David Kay, that although Saddam Hussein’s regime had weapons programs and activities in violation of United Nations Security Council resolutions that some prewar intelligence assessments about Iraq’s weapon stockpiles had not been confirmed. He said that American intelligence needed to be as accurate as possible for every challenge in the future and that it was the policy of the United States government to oppose the threat of proliferation of weapons of mass destruction by any means necessary. He named the chairmen and preliminary members of the commission. The commission is to issue a report by March 31st, 2005, with the assistance of all departments and agencies. close
