Peter Brown, Chief Political Report for Scripps-Howard News, discussed the current political debate concerning civil rights legislation. The House is expected to take up debate and vote on a civil rights legislation and Mr. Brown discussed how the political debate reflects the current census of public opinion. Mr. Brown remarked on the differences in civil rights legislation between the decade of 1960 versus 1990. In the 1960's, civil rights centered on establishing rights while the 1990's civil rights debate centers on the implementation of the great equal society. close
