President Bush talked about the state of the economy. He reviewed economic factors since 2000 such as a stock market decline, terrorist attacks, and corporate scandals. He talked about policies that have helped stimulate the economy, including tax cuts for individuals and small businesses. He proposed measures to sustain momentum in the economy including making the tax cuts permanent, an energy plan, tort reform, and health insurance plans for small businesses.
