The Senate Appropriations subcommittee on Defense, heard testimony on President George H. W. Bush administration’s fiscal year 1992 Department of Defense budget allocation proposal. Secretary of Defense Cheney testified on the budget proposal and the fundamental change in U.S. military strategy following the Cold War and the Persian Gulf war that shaped the budget. The Department of Defense announced earlier in the year an ambitious plan to reduce the manpower of the U.S. military 25 percent by fiscal year 1996. The reasons for the reduction were stated to be a fundamental reconsideration of military strategy of the U.S., which requires less concentrated manpower in specific areas such as Eastern Europe in favor of mobile regional forces, and a need to reduce the military’s strain on the U.S. budget.
