The Senate passed S.3, to amend the Federal Election Campaign Act of 1971 to provide for a voluntary system of spending limits for Senate election campaigns. The Senate passed H.Con. Res. 157, for the upcoming adjournment of Congress. The Senate passed S.Con. Res. 26, for the United States to provide environmental protection from development in Antarctica. The Senate agreed to S. Res. 121, supporting the breakthrough of peace for Angola. The Senate agreed to S. Res. 132, commending the humanitarian relief efforts for Iraqi refugees. The Senate also agreed to S.Res. 129, regarding the elections in Albania and S. Con. Res. 41, regarding the status of Tibet as an independent nation. The Senate began consideration of S. Res. 78, to disapprove the request of the President for extension of the fast-track procedures under the Omnibus Trade and Competitiveness Act of 1988 and the Trade Act of 1974.
