Witnesses at this hearing of the House Appropriations Subcommittee testified regarding the proposed fiscal year 2005 Environmental Protection Agency (EPA) budget. EPA Administrator Mike Leavitt talked about his vision for making the Environmental Protection Agency more efficient and effective by transitioning from the current command and control structure to an incentives and market-based approach. Witnesses were also asked to discuss the effects of the proposed budget cuts on the agency. close
