HHS Secretary Dr. Louis Sullivan delivered an address entitled, “The Importance of Strong Family Structure and the Role of Personal Responsibility,” before the conference sponsored by the 21st Century Commission on African-American Males. The conference was organized to define and promote the political agenda of American black males, many of whom are destroyed by the violent culture within which they develop and come of age. Black male teenagers are eleven times as likely to be killed by a gun than white male teenagers, and the leading cause of death among young black males is other black males. The commission sought solutions to reverse these statistics and promote positive values for black males. Dr. Sullivan cited lack of access to health care, a violent culture, and self-destructive behavior as being symptoms of a deeper despair among black males caused by job discrimination and low self-esteem.
